NKorean parliament holds second session this year

PYONGYANG, North Korea (AP) ? North Korea's parliament convened Tuesday for the second time in six months, passing a law that adds one year of compulsory education for children in the socialist nation, the first publicly announced policy change under leader Kim Jong Un.

The Supreme People's Assembly's second meeting of the year was notable mainly as a departure from how Kim's father did business. Before he died in December, Kim Jong Il convened his legislature just once in most years, and during one three-year period after his own father's death it didn't meet at all.

By adding a year to North Korea's state-funded educational system, from 11 to 12 years, Kim may be trying to cultivate loyalty among younger generations as he consolidates his power base.

Kim Jong Un himself attended Tuesday's session, which was adjourned after a single day, according to the official Korean Central News Agency. Foreign reporters were denied access. Video on state TV showed legislators, many of the women in traditional Korean dresses, holding up deputy badges in the vast Mansudae Assembly Hall.

North Korea's Constitution allows political parties, but politics is overwhelmingly dominated by the Workers' Party, founded by Kim Il Sung, grandfather of the current ruler. Virtually all legislators are members of the Kims' party who ran unopposed in the last nationwide election, leading many outside observers to consider the body a rubber stamp for the regime's policies. A few legislators are from the Chondoist Chongu Party and the Social Democratic Party, both believed to government aligned.

Here's a look at the Supreme People's Assembly and how it works:

? The current 12th parliament formed in 2009 has 687 legislators, or deputies, of which 107 are women. The number of deputies is determined by the Presidium of the Supreme People's Assembly in proportion to the country's population.

? The assembly meets at the austere Mansudae Assembly Hall in the capital, Pyongyang.

? Deputies are elected after a committee of more than 100 people from each district recommends candidates to represent the constituency in the parliament. Even though the law provides no limits on the number of candidates who can run from each district, almost all candidates ran unopposed in the last election in March 2009.

? According to Kim Song Chun, a parliamentary official, deputies meet to discuss and pass laws and establish the country's domestic and foreign policies. They also can appoint or dismiss officials at top state organizations and confer titles. For example, at the last session in April, Kim Jong Un was made first chairman of the powerful National Defense Commission.

Holding a second parliamentary session could mark a return to the more active role that parliament played under Kim Il Sung, who often held two sessions a year, said John Delury of Yonsei University in South Korea. Parliament typically met only once a year under Kim Jong Il.

"This was part of a general trend under Kim Jong Il of holding less frequent and less regular meetings of key party and government organs," Delury said. "The striking thing is that Kim Jong Un seems to be reversing that trend by regularizing and re-institutionalizing governance."

Eight Tips to Decrease Public Speaking Anxiety - Business Insider

Let?s face it: Many of us would rather dive into a vat of boiling oil than give a speech.

Public speaking is one of the major phobias. But it doesn't have to be that way.

By following the eight tips below, you can decrease your public speaking anxiety and give an effective speech.

Let's start with the first one, which is to be adequately prepared.

1. Prepare

Taking the time to prepare thoroughly will give you confidence. This means more than taking notes or doing research. You need to find out as much as possible about your audience and tailor your speech to them.

Are they knowledgeable about your subject? If not, you may have to define some of your terms.

Furthermore, the words you choose will be different if your audience is composed of grammar school students rather than a gathering of nurses. For every audience, you?ll have to craft an attention-getting beginning, make the middle of your speech interesting, and the ending memorable.

As part of your preparation, go to the place where you?re going to deliver your speech. During the recent political conventions, we saw several scheduled speakers familiarize themselves with the stage and their surroundings.

Walk around the room. Put your hands on the podium. Check the lighting. Doing these things will help you become familiar with your surroundings and give you some measure of control.

2. Practice

Give your speech to a group of friends. Stand in front of a mirror and practice. ?You might also videotape your speech. Make sure your pace is right--not too fast or too slow.

  • Have you paused in the right places? ?
  • How does your voice sound? ?
  • Are your gestures animated??
  • What about your posture? ??
  • You aren?t leaning on the podium, are you?
The more you ?practice your material, the more comfortable you will be delivering it.

3. Question Your Imaginary ?What Ifs?

What if you stumble and fall? What if you forget part of your speech? What if your audience laughs at you?

True, each of these situations would be unpleasant, but you would survive. Do you really think people will remember that your voice trembled or your legs shook when you gave your speech?

Maybe--for about five minutes. People are much more concerned about themselves than they are about your successes or failures. They probably won?t even notice that you?re nervous.

4. Use Guided Imagery

Picture yourself, the expert, walking confidently to the podium, greeting your audience with a smile, and sharing your knowledge.

Do this a few times a day. Just visualize, in your mind's eye, everything going well, but also throw in a few problems, then see yourself dealing with them. Make it realistic.

5. Focus on Your Material

Concentrate on your material rather than on how you're feeling.

You?ll do a much better job if you train yourself to focus on your content, and you may even forget about your nervousness.

Take the focus from inside to outside. Focus on helping your audience and doing your best.

6. Breathe

Studies have shown that deep breathing lowers your blood pressure and helps you to relax. ?To begin, sit down and eliminate all distractions. Then take a deep breath while pushing out your abdomen.

Hold the breath for a moment, and then exhale, letting your entire body go limp. Do this several times a day, and it will become a habit you?ll turn to in times of stress.

7. Avoid Caffeine

The caffeine that wakes you in the morning can give you the jitters if you drink it later in the day.

Skip the coffee, and you?ll feel calmer. And don?t forget-- chocolate and many sodas?contain caffeine. Drink water instead, or tea (without caffeine, of course).

You may even want to try going without caffeine for a few days. If you're a heavy coffee drinker, you will have to take things slow at first.

8. Just Do It

Avoid giving your speech, and it will be more difficult next time.

If you?re willing to endure a little discomfort in the short term, the next time you have to give a speech will be easier for you.

As Eleanor Roosevelt said, ?We gain strength, and courage, and confidence by each experience in which we really stop to look fear in the face . . . we must do that which we think we cannot.?

A little apprehension is a good thing. ?It gives you the energy to do well, and it means you care. ?Use these tools to control your anxiety, so that it doesn?t prevent you from giving a speech or from doing anything else you want to or have to do.

Weaver helps Angels stay in wild-card chase

ANAHEIM, Calif. (AP) - The way things are going for the Los Angeles Angels, it's difficult for Jered Weaver to focus on the fact that he is one victory away from his first 20-win season in the majors.

Then again, the only reason the Angels still have a shot at a postseason berth is because their ace keeps winning. Weaver kept them within striking distance in the AL wild-card chase, posting his league-leading 19th victory on Sunday with a 4-1 decision over the struggling Chicago White Sox.

Albert Pujols reached the 100-RBI mark for the 11th time in 12 big league seasons with a two-run double as the Angels remained 2 1/2 games behind Oakland for the second wild-card spot. Kendrys Morales hit a two-run homer that helped the Angels complete a three-game sweep.

"Obviously there's a little bit of scoreboard watching going on now as we dwindle now here," Weaver said. "But we've got to do what we've got to do and not worry about what other teams are doing. It's obviously a great sweep, and hopefully we can keep it rolling against Seattle."

The White Sox lost their fifth in a row and led Detroit by a half-game in the AL Central. The Tigers lost the opener of their day-night doubleheader against Minnesota.

Weaver (19-4) threw 113 pitches in 6 1-3 innings, allowing a run and five hits with four strikeouts and dropping his ERA to 2.74. He finished his home slate 11-2, including a no-hitter against Minnesota on May 2.

The three-time All-Star right-hander established a career high for wins, eclipsing his total from last season.

"To get one more than last year is great, and now I've got a couple more starts to try and get 20," Weaver said. "It wasn't a personal goal of mine by any means, but it's nice to get a new career high. Any win right now is important, personal accolades aside. That's what we've got to do - win ballgames, no matter what it takes."

The victory didn't come easily for Weaver, who battled through 94-degree heat during a 33-pitch first inning. He escaped a bases-loaded jam, striking out Alex Rios at the end of an 11-pitch at-bat and retiring A.J. Pierzynski on a grounder.

"It felt like it was a million degrees out there," Weaver said. "Having to throw upwards of 30 pitches in the first is obviously not what you want to do, but they made me work. That's what their game plan was, and they did a good job of it. It was a little erratic and it could have been a lot worse, so it was good to come out of that first one unscathed and be able to extend it into the seventh."

White Sox manager Robin Ventura bemoaned his team's failure again to come through in the clutch. They were 1 for 17 with runners in scoring position during the series.

"We had Weaver in trouble early and were in a really good position, but he showed again why he's a good pitcher and we just couldn't cash in," Ventura said. "I'm sure he's been in situations like that before."

Kevin Jepsen threw 1 2-3 scoreless innings in relief of Weaver. Garrett Richards, Scott Downs and Ernesto Frieri each retired a batter in the ninth because of lefty-righty matchups.

"The reason we did that today was because a lot of our bullpen guys had been pitching a lot," manager Mike Scioscia said. "Garrett had a little bit in him, Downs had a little bit in him and Ernie has a little bit in him. So when you added it up, you hope you'll get a full inning."

Gavin Floyd (10-11) gave up four runs and seven hits in six innings while striking out eight.

Chicago's only run came in the seventh, when Pierzynski doubled, advanced on Weaver's wild pitch and scored on Dayan Viciedo's sacrifice fly.

Floyd matched zeros with Weaver until the sixth, when the Angels erupted for four runs. Mike Trout walked with one out, Torii Hunter sent him to third with a hit-and-run single to left field, Pujols lined the next pitch to left field to score both runners and Morales followed with his 22nd homer.

"You walk the first guy - and not a good guy to walk because it puts a lot of pressure on you with Trout getting on base," Floyd said. "Torii got the base hit, and it happened pretty quick. It wasn't one of those drawn-out innings."

NOTES: Weaver is 101-51 with a 3.23 ERA through his first 205 major league starts. Brother Jeff was 76-84 record with a 3.09 ERA in his first 205 big league starts with the Tigers, Yankees and Dodgers. ... The Angels have won only five games all season in which they scored fewer than three runs, and five different pitchers started those games. Oddly enough, Weaver wasn't one of them. ... The Angels have swept seven series of three or more games this season, and five of them have come since Aug. 20, including a three-game set against Detroit on their previous homestand. ... Busy Beth's Blog: Dinner with Dave at Haven Gastropub, Pasadena

Haven Gastropub opened in Orange in 2009 to such success that they've recently opened a second restaurant in Pasadena. One major difference between them: the Pasadena location has its very own brewery.

David Larsen has held nearly every food-related job, and through them all has been an avid home-brewer. While working as a sous chef at Haven in Orange, he invited the owners to sample batches of his homemade beer. Sometime later when they decided to open as a restaurant and brewery in Pasadena, they remembered the tasty home brew and tapped Dave as their Brewmaster. Good choice.


September 9 launched the first of their monthly Dinner with Dave?series. Held in a private room off the main restaurant and limited to only twelve guests, Dinner with Dave is a nice twist on a dinner party and a heck of a good time.?For nearly three hours, everyone gets to enjoy beer, ?conversations about beer, and a scrumptious meal served family-style.

We started off with Gross National Happiness Cream Ale. It was very easy to drink...light and creamy yet still flavorful. A perfect picnic beer. We then moved on to Hafen Hefe, which was fantastic. Maybe I've just never had a really good hefeweizen before, because I didn't think I liked them, but I wanted more of this one. ?Bananas, cloves, and bubblegum were all discernible on the nose and palate. Mmm.


By then it was time for dinner. Four whole, roasted chickens (made with Dave's secret marinade) appeared for Dave to cut up while plates of delicious, buttery carrots and mashed potatoes loaded with bacon made their way to the table. It was a wonderful meal, served with upRYEsing IPA.
After eating, ?Brewmaster Larsen grabbed different types of hops for us to smell and taste, and gave out little prizes for people who could answer some beer trivia.

Our final beer was Brewmaster's Breakfast, ?a great dark beer with flavors of coffee and an undertone of smokiness. We were then invited to stick around and order additional drinks or dessert, but nothing more was included in the initial $25 (plus tax and tip) price.

Moscow, September 20, Interfax ? The Russian Orthodox Church has reminded people who start religious conflicts and riots that freedom of expression should have clear moral limits.

?I personally think that the continuing actions in the Cathedral of Christ the Savior, the appearance of a film insulting the founder of Islam, the attacks on U.S. embassies and taking down their flags, desecration of graves, and the drawing of swastikas on synagogues are links of the same chain,? Archpriest Vsevolod Chaplin, the head of the Synodal Department for Church and Society Relations, told Interfax-Religion on Thursday.

He called the people who desecrate symbols that are extremely important to specific social groups and buildings that have always been considered off-limits such as religious buildings and diplomatic missions ?madmen.?

Such crimes are much more important than regular crimes because ?when you desecrate a symbol held dear by some people, community, or religious group, you try to belittle and subjugate the entire group. It is not a coincidence that such actions have led to large-scale conflicts in history,? Father Vsevolod said.

?Such actions can upset civil accord and cause conflicts between large groups of people which we now see in many places, which means that such actions should not take place. Specific countries, and maybe the world community, should fully rule them out. Punishment for them should be serious and unavoidable,? he said.

The priest said such actions need ?the toughest possible? legal evaluation, adding that ?freedom of speech, creation, and expression should have clear moral limits because it is not absolute and, according to the Universal Declaration of Human Rights and elementary life logic, should not stretch beyond morals, public order and civil accord.?

Doctor Who Sonic Screwdriver Programmable TV Remote


If you're reading this review, it's likely for one of two reasons. One, you're a Doctor Who fan who loves the idea of your own sonic screwdriver to control your home theater. Two, you're not familiar with Doctor Who and don't know what a sonic screwdriver is. If you're in the latter group, I can save you the time and tell you this: You probably don't want this product. The Wand Company's Doctor Who Sonic Screwdriver Universal Remote Control ($99.95, available at ThinkGeek.com)?is less a remote control,?and more a prop that happens to control your HDTV. That said, it's a very convincing prop that any fez-and-bow-tie-wearing nerd would love to keep on his coffee table.

The 8.7- by 1.2-inch, 9.9-ounce cylindrical remote control is modeled after the Eleventh Doctor's sonic screwdriver, and it's the most accurate replica I've handled. It doesn't have a pop-out claw like the toy version, but its die-cast parts, chrome finish, and much more solid plastics make it look and feel more like a prop than a toy or a remote control. That's because, despite its remote functions, it is more of a prop than a remote control. The "corset" around the middle is a soft plastic and not leather like the molded stitching implies, but otherwise the screwdriver feels very solid and real in the hand. The tip lights up green when sending a signal, just like the Doctor's sonic screwdriver.?It even comes with a nice and detailed, albeit plastic, display stand with a clear cover.?

The sonic screwdriver has four modes, each accessible by pressing the hidden button on the butt of the screwdriver (the only mechanical control on the device). Practice Mode lets you test the remote gestures, Command Mode lets you use remote control functions with sound effects for each gesture, Silent Command Mode nixes the sound effects, and FX Mode disables the remote control and turns the remote into a pure Doctor Who prop, making various sound effects with different gestures.

The Practice Mode should give you a big hint about how useful the sonic screwdriver is as an actual remote. Everything (except a double-press on the button) is gesture-based, and those gestures are so finicky that you really need a practice mode. The gestures include flicking the screwdriver up, down, right, or left; tapping the screwdriver up, down, right or left; rotating the screwdriver clockwise or counter-clockwise; and pushing or pulling the screwdriver. Almost every gesture registers as a flick or a tap, and I had problems getting the remote to even recognize if I was turning, pushing, or pulling it. Worse yet, the flick and tap directions aren't particularly accurate, and the remote regularly thought I was gesturing horizontally instead of vertically.

Each gesture has to be manually programmed by making the gesture you want to assign a command, listening to the built-in voice that says what you just did, pointing a regular remote at it, and pressing the desired button to teach that command to the screwdriver. It's a simple but tedious task, made more frustrating because of the tricky gestures. The remote has three different memory banks for commands, giving you 39 slots for remote control settings (three sets of 13). However, it's so unpredictable that I found myself using only three or four commands because their gestures were the only ones I could consistently master.

For Doctor Who fans, the useless remote aspect is saved by the incredibly fun FX Mode. Each gesture activates a different sound effect, including the sounds of four sonic screwdriver models from the Doctor's past, three of the Doctor's other gadgets, and six words of the inhuman language of the Foamasi from the Fourth Doctor serial The Leisure Hive. While you still need to practice the gestures to get the sound effects you want, it's a lot of fun just waving the sonic screwdriver like a magic wand and pretending you're the Doctor. It's a far better prop for your Comic-Con or Halloween costume than the regular toy sonic screwdriver.

Still, it's a $100 remote control that doesn't really work as a remote control. The Doctor Who Sonic Screwdriver Universal Remote Control is a fantastic, albeit expensive, prop that goes perfectly with your bow tie, fez or Stetson, and jacket, but you don't want to use this for your main home theater remote. While it's a great product for fans, it isn't for general users. Of course, that's the point of it; you're buying a Doctor Who prop that just happens to have an awkward remote control built inside.

Space Shuttle Endeavour Soars Over California Today: How to See It

The space shuttle Endeavour takes to the skies above California for its last-ever flight today (Sept. 21), giving observers from Sacramento to Los Angeles a one last chance to see a NASA shuttle soar through the air atop a jumbo jet.

Endeavour's historic California aerial tour?will cap a three-day trip from its homeport at NASA's Kennedy Space Center in Florida to Los Angeles, where the orbiter will ultimately become a museum showpiece at the California Science Center. The shuttle left Florida on Wednesday (Sept. 19) and made a stopover in Houston (home of NASA's Johnson Space Center, astronaut corps and mission control rooms) before completing its journey west.

Today, Endeavour will begin its state-wide flyover with a takeoff from Edwards Air Force Base in Southern California at about 8:15 a.m. PDT (11:15 a.m. EDT/1515 GMT). The shuttle, riding piggyback on a modified Boeing 747 carrier aircraft, will make low flyovers over Edwards ? home of NASA's first shuttle landings???and NASA's?nearby Dryden Flight Research Center. ?

Shuttle fans across the country and around the world can tune into NASA's broadcast to watch Endeavour's departure from Dryden and Edwards. The space agency will broadcast the shuttle's takeoff live on its NASA TV channel and via a webcast, which begins at 8 a.m. PDT (11 a.m. EDT/1500 GMT). NASA is also encouraging the public to share their shuttle Endeavour viewing experiences by posting messages and photos on the social networking website Twitter using the hashtags #spottheshuttle and #OV105. The latter tag refers to Endeavour's vehicle number designation.

After leaving Dryden and Edwards Air Force Base, Endeavour and its Shuttle Carrier Aircraft will head north to make early-morning flyovers of Sacramento, California's capitol city. Then the shuttle will head to the Bay Area.

"Any time after 9:30 a.m. PDT, watch for Endeavour from viewing locations that include the Bay Area Discovery Museum, Chabot Space and Science Center, the California State Capitol, Exploratorium, Lawrence Hall of Science and Monterey Bay Aquarium," NASA officials said in an announcement Thursday.

Next, Endeavour turns south to soar over NASA's Ames Research Center in Moffett Field, and later Vandenberg Air Force Base, which has long served as a launch site for NASA and Air Force satellites. Then, it will be time for Endeavour's grand Los Angeles arrival.

?"Any time after 11:30 a.m., watch for flyovers of Endeavour passing regional landmarks such as its future home at the California Science Center, Columbia Memorial Space Center in Downey, Disneyland, The Getty Center, Griffith Observatory, Los Angeles City Hall, the Long Beach Aquarium of the Pacific, Malibu Beach, NASA's Jet Propulsion Laboratory in Pasadena, the Queen Mary, Universal Studios and Venice Beach, among others," NASA officials said.

NOTE: NASA officials warn that all times for Endeavour's ferry flight are weather dependent. So delays and possible changes to the plan are possible.

Endeavour is expected to land at Los Angeles International Airport at 12:45 p.m. PDT (3:45 p.m. EDT/1945 GMT), and will be greeted with an official arrival ceremony before the shuttle is hoisted off its 747 carrier plane. The shuttle will wait at LAX until October to be transported to the California Science Center.

On Oct. 12 and 13, Endeavour will parade up the streets of Los Angeles to make its final trek from LAX to the California Science Center. The public display of the shuttle at the center will open on Oct. 30.

Endeavour is NASA's youngest space shuttle and is the only orbiter to go on public display in California, the birthplace of the U.S. shuttle fleet. The orbiters were built at a facility in Palmdale, Calif., and occasionally returned for service overhauls during NASA's 30-year space shuttle program.

NASA built Endeavour as a replacement for the orbiter lost in the tragic Challenger shuttle disaster of January 1986, which killed seven astronauts. Endeavour made its first flight in 1992 and was retired in June 2011 after completing its final mission. In all, the shuttle launched 25 space missions and flew nearly 123 million miles during its spaceflight career.

Endeavour is the third of four space shuttles heading to museums this year. In April, the shuttle Discovery went on display at the Smithsonian Air and Space Museum's Stephen F. Udvar-Hazy Center annex in Chantilly, Va.

In July, NASA's prototype shuttle Enterprise (which never flew in space, but was pivotal for early landing tests) went on public display in New York City's Intrepid Sea, Air and Space Museum.

On Nov. 2, NASA's remaining space shuttle Atlantis will be towed from its hangar at the Kennedy Space Center to the nearby Kennedy Space Center Visitors Complex, where its own museum display will open to the public in summer 2013.

NASA retired its space shuttle fleet after 30 years of spaceflight and 135 missions in July 2011. The space agency plans to use privately built space taxis to ferry astronauts to and from low-Earth orbit, while at the same time developing its own new spacecraft and rockets for deep-space manned missions to an asteroid and beyond.

With September's spate of big smartphone reveals now safely out of the way, it's time for the smaller carriers to trot out their new mobile wares. And here at Pepcom's event in New York City, Cricket's showing off two newly announced phones -- both from OEMs that haven't quite achieved household name recognition. The powerfully named devices -- ZTE Engage and Alcatel Authority -- are actually rather modest in the spec department. ZTE's handset sport a 4-inch WVGA display, an 8-megapixel rear camera and runs a vanilla version of Android 4.0 Ice Cream Sandwich atop a single-core CPU clocked at 1.4GHz. As you might imagine, there's a definite lag when navigating through the homescreens and even when accessing the app drawer, but that's simply par for the course with a phone of this low-end caliber. Alcatel's 4.3-incher is actually the nicer looking of the duo, oufitted with the same 800 x 480 resolution and processor, but that's where the similarities stop. Like that other ZTE phone we just spent time with, this handset ships with Gingerbread onboard, so it's certainly no screamer. We're still waiting on official pricing and release dates for both devices, but you can likely count on an October retail bow. In the meantime, check out the gallery below for some extra shots.

Opera Mini 7 (for iPad)


An unspoken rule at Apple is that it doesn't allow apps competing directly with native iOS apps; as a result, iPad owners won't find any real alternatives to the Safari browser. While other Safari alternatives such as Dolphin (3.5 stars) and Mercury (4 stars) simply overlay their own interface on top of the built-in Safari's web-rendering engine, Opera Mini actually circumvents this unspoken rule. Opera Mini 7 (free) is one of the cleverest of this batch of pseudo-alternative browsers for the iPad, and its benefit is palpable?faster browsing and less data use.

Despite its appearances, Opera Mini 7 isn't a real browser. In fact, it doesn't load Web pages at all. It's a proxy browser, which means pages are loaded and compressed at Opera's servers, and a lighter, lower-quality static version is sent to your device. Opera says Mini can reduce your data consumption by up to 90 percent.

But a downside of this approach is that Opera Mini doesn't support all JavaScript content, nor does it integrate seamlessly with other native radio utilities, like geolocation. Opera Mini 7 complements Safari?it has to, since like all Safari stand-ins, it can't be set as your default browser?and does deserve a place in your app drawer.

Opera Smokes Safari in Speed
I went surfing on a weak AT&T 3G connection and found that Opera Mini absolutely trounces Safari in speed. NYTimes.com took 30 seconds to load in Safari and 6 seconds in Opera Mini. Retrieving search results for "New York weather" took 10 seconds in Safari and 5 in Opera Mini.

On a strong AT&T connection, Opera Mini moved twice as fast in real-world testing. Radioshack.com averaged 18.3 seconds to load the mobile version in Safari, for example, and 9.9 seconds in Opera Mini.

Beyond Speed
Opera Mini has some other appealing features beyond speed. Opera Mini 7 starts up with a Speed Dial screen showing a grid of nine customizable graphical icons that serve as bookmarks. It's a multi-window browser like Safari, but you don't have to leave the page you're browsing to flick through other windows; they appear in a bar at the bottom of the screen.

Settings let you tinker with your font sizes and synchronize your bookmarks with Opera on the desktop. You can also tweak your Privacy settings to save passwords and cookies.

Version 7 improves the pinch-zoom feature, which is now as smooth as Safari's. When you select text within a page, you also get an option to search the highlighted term in Google, Amazon, eBay, or Wikipedia?something you won't find in Safari.

Limitations
Opera is for basic Web browsing. It doesn't support video, audio, or Flash (though no iOS browser does this last one). Fonts seem to be hammered down to a very limited set. Opera can't handle interactive Web apps the way Safari can. Because it's transferring compressed data, Opera Mini displays pages that are basically static. If you click on a button or pop up a calendar, it often reloads the whole page. It has very weak JavaScript support, so you'll miss out on some webpage trimmings. For example, at the bottom of a Google results page you won't see numbers to click through results.

Furthermore, it is poorly integrated with other iOS features and as per Apple's Terms and Conditions, you can't make Opera your default browser. AAs a result, any URL you click from within a text message or email is automatically opened in Safari. The browser doesn't support geolocation features either.?

Opera Mini for iPhone can't replace Safari for all your browsing needs, but it's a speed demon for basic Web surfing, loading static pages in about half the time, even when your network connection is weak. It also adds some browsing helpers you don't get in Safari, but not as many as you'll find in our Editors' Choice for alternative iPad browsers, Mercury for iPad.

How your NFL team can predict the next president

Want to know who the next president will be?

Every four years since 2000, 7-Eleven has conducted a coffee cup poll, with the sales of candidate-branded coffee cups correctly predicting the actual winner in November three times in a row. Sales of Halloween masks of the two major-party candidates have predicted the next president since 1996, and the Scholastic News poll of students has been right 16 of the last 18 elections, going back to 1940.

We have a natural ability to find patterns?even made-up ones?in the noise of the universe. People like the idea that one factor can encapsulate the thousands of data points that go into the real election. It's all nonsense, of course. While we might expect something like coffee cups or mask sales to loosely align with the real outcome, the fact that these trends have a winning streak going is pure luck. In a crowded field of numbers, some events will randomly align with the results of the American presidential election (or the stock market, the planets, pistachio sales, whatever).

And that's how we got the Redskins Rule, a prediction that has a tradition of accuracy even better than Scholastic's survey. It goes like this:

If the Washington Redskins win their last home game before the election, the incumbent party retains the White House. Otherwise, the out-of-power party wins.

This pattern has failed only once since 1940, though which year it failed is something of a debate over on Wikipedia, depending whether one honors a retroactive change to the rule to recognize the winner of the popular vote.

To belabor the point that these rules are just coincidences, I concocted a rule for every NFL franchise. (Well, I exploited a computer to try every combination for me.) For example, here is the Broncos Rule:

If Denver rushes for more than 106 yards in its fifth game of the season, the incumbent party wins. Otherwise, the out-of-power party wins.

This rule has held for every election since the Denver Broncos' first season in 1960, when the Broncos ran for 104 yards on 22 carries against the Los Angeles Chargers on Oct. 16, dooming Richard Nixon and turning the White House over to the Democrats.

Here is the Patriots Rule, true for 12 of the past 13 elections:

If New England commits fewer turnovers than its opponent in the team's first away game, the out-of-power party will win the White House. Otherwise, the incumbent party wins.

When I presented my findings to Steve Hirdt, the Elias Sports Bureau executive who discovered the Redskins Rule in 2000, he wasn't impressed.

His rule, he pointed out, uses only "the simplest of statistics and involves the team you would want it to involve"?that is, Washington's team. It also occurs right before the election.

For a team that's been around since 1960, the odds of any statistic matching up every four years with the election results is only 1 in 4,096. That's 12 coin flips in a row all landing on heads. (There have been 13 elections since 1960, but the first year is a freebie because it establishes the trend.) To find a rule for every franchise, I had to start concocting absurd combinations of game statistics, giving way to rules like the 49ers Rule:

If San Francisco scores at least 1.5 points for every completion in its third home game of the season, the Democrat wins. Otherwise, the Republican wins.

The odds of the Redskins Rule being true 17 out of 18 times, if you figure there's an average of a 50-50 chance that either candidate wins over time, are about 1 in 14,500.

But it is impossible that there is any actual connection between the Redskins and national politics. Right?

Unless you have a persuasive theory for why the Redskins Rule is nonrandom?and I'd love to hear it?we have to conclude that we are very lucky to live in a universe where the odds of so simple a rule working out came true. In the meantime, here are the less elegant rules for every other franchise. The data comes from Pro-Football-Reference.com.

Goldman's new CFO to receive $1.85 million in annual salary

(Reuters) - Goldman Sachs Group Inc said newly named Chief Financial Officer Harvey Schwartz would receive an annual salary of $1.85 million and be eligible for variable compensation.

Goldman named Schwartz, a senior trading executive, to replace David Viniar as CFO, the latest in a series of executive shuffles as the investment bank prepares for a change in top management.

Viniar, 57, is among the best-paid executives on Wall Street. He received $15.8 million last year and held 1.8 million shares of Goldman as of March 26, according to a proxy filing. The company's stock closed at $119.88 on Tuesday.

The salary portion of his compensation, however, was the same $1.85 million that Schwartz is getting and that also was paid as a small base to the company's president, Gary Cohn, and two vice chairmen, Michael Evans and John Weinberg.

Schwartz will take over from Viniar, the longest-serving CFO on Wall Street, at the end of January. His compensation for 2011, when he served as a co-head of Goldman's securities division, has not been disclosed.

Viniar, who will become a member of Goldman's board after his retirement, is eligible for cash bonuses of several million dollars for 2011 and 2012 in addition to his conventional compensation if the company hits predetermined profitability targets set by the board's compensation committee.

Schwartz, 48, is among a small group of executives who are considered potential candidates to take over when Goldman Chief Executive Officer Lloyd Blankfein, 57, steps down. Blankfein, who received $16.2 million in total compensation last year, has not announced plans to leave the company.

UK regulator finds BSkyB 'fit and proper'

(AP) ? British Sky Broadcasting is a "fit and proper" company to hold an operating license, U.K. regulators said Thursday in response to the phone hacking scandal that engulfed the parent company. But it criticized the former CEO and chairman, James Murdoch, for poor management.

The company's license was called into question because of the scandal at a newspaper owned by News Corp., which effectively controls BSkyB through a 39 percent shareholding.

If the company had not be found "fit and proper" it could have been stripped of the license that yielded a net profit of $1.4 billion in the year ending June 30.

The Office of Communications, known as Ofcom, concluded that James Murdoch was not complicit in a cover up at the tabloid News of the World, but his failure to initiate appropriate action on a number of occasions was "difficult to comprehend and ill-judged."

The report also found no evidence that Rupert Murdoch, James' father and CEO of News Corp., "acted in a way that was inappropriate in relation to phone hacking, concealment or corruption by employees" of his British newspapers.

Though Ofcom said it might review the situation if there are further revelations, the decision removed any immediate threat of BSkyB losing its license. The company's shares were up 0.9 percent at 733.5 pence in late morning trading in London.

News Corp. also welcomed the regulator's decision but contended that some statements about James Murdoch were "not substantiated by evidence."

James Murdoch became executive chairman of News Group Newspapers ? publisher of The Sun and the now-defunct News of the World ? and its parent company News International ? which also owns The Times newspapers ? in January 2008 and held the position until February this year. Both companies are ultimately owned by News Corp.

The phone hacking scandal, along with other allegations, has spawned investigations by a Parliamentary committee, a formal inquiry led by a judge, criminal charges against some journalists ? including Rebekah Brooks, former chief executive of News International ? and civil suits which forced the company to pay large settlements.

Public outrage following reports that the phone of a young murder victim had been hacked also led to News Corp. deciding two years ago to drop its bid to take full control of BSkyB.

Ofcom noted contradictory evidence by James Murdoch and two former senior employees about when Murdoch became aware that phone hacking at the News of the World went far beyond the company's long-standing claim that it involved a single rogue reporter and a private detective.

However, it said there was no evidence that he knew of "widespread wrongdoing or criminality" at News of the World.

The regulator limited itself to criticizing James Murdoch's actions as company director.

"We consider James Murdoch's conduct, including his failure to initiate action on his own account on a number of occasions, to be both difficult to comprehend and ill-judged."

Since February, James Murdoch has been a non-executive director of the company, and one of only four people on the 12-member board with connections to News Corp.

In May, the House of Commons' Culture, Media and Sport Committee concluded that Rupert Murdoch was "not a fit person to exercise the stewardship of a major international company." That conclusion, on a partisan split of 6-4, had no practical effect, however.

In its statement, News Corp. said it was pleased that Ofcom found that evidence related to misdeeds at the newspapers "does not provide any basis to conclude that News Corp. and Rupert Murdoch acted in a way that was inappropriate, and that there is similarly no evidence that James Murdoch deliberately engaged in any wrongdoing."

"We disagree, however, with certain of the report's statements about James Murdoch's prior actions as an executive and Director, which are not at all substantiated by evidence," News Corp. said.
