LAUSD Not A Race To The Top 2012 Finalist, John Deasy Reacts: 'We're Not A Finalist? I'm Shocked'

Finalists for the White House's 2012 Race to the Top grant competition were released Monday. To no one's surprise, the Los Angeles Unified School District is not a contender.

In a phone call with The Huffington Post, LAUSD Superintendent John Deasy feigned shock at the news. "We're not a finalist? I'm shocked!" he said, jokingly. But Deasy also expressed sadness that the district's application, which did not have the required support of the United Teachers of Los Angeles (UTLA) teachers' union, did not place in the contest.

"It is sad, but I understand the department's decision-making process," he said, referring to the Department of Education. "It's a sad loss of opportunity for the students of LAUSD."

Just days before the Oct. 30 grant application deadline, Deasy said UTLA was stalling on an endorsement of LAUSD's application to the highly competitive $40 million grant program.

"We don't have a signature yet, Deasy told the Los Angeles Daily News. "I don't understand why they can't say yes to free money."

Though the deadline was eventually extended in consideration of schools that were affected by Hurricane Sandy, it still wasn't enough time for LAUSD and UTLA to come to an agreement over the application.

Deasy and Warren Fletcher, president of UTLA, disagreed publicly over why the two organizations couldn't see eye-to-eye on the grant application. Deasy claimed that Race To The Top's requirement for what he called ?a new, robust teacher evaluation program" was a sticking point for the union. But Fletcher said the grant money came with the need for "a lot of bureaucracy" that would remain in place after the money was gone.

With the clock ticking down, Deasy eventually decided to submit the grant application without the UTLA's blessing. His statement on the decision, via the Los Angeles Times:

I have instructed staff to submit an application with all required signatures except that of the teachers union ... I want to make the case that here in Los Angeles, after months of trying repeatedly to form a partnership for youth and faculty on this issue our students should not be penalized due to the absence of a [union] signature.

Fletcher could not be reached for comment, but a UTLA spokeswoman did refer The Huffington Post to a statement the union released on Nov. 1. It reads, in part:

UTLA decided not to sign the Race to the Top grant application because it would not be fiscally responsible. It would cost more money than it brings in. No matter what John Deasy says, it will not put teachers in classrooms. It would cost more than $43.3 million to implement the $40 million RTTT grant, resulting in a net loss of more than $3 million dollars---dollars schools desperately need. The much bigger fiscal problem is that the grant commits LAUSD to ongoing costs long after the grant money runs out. Those required costs are for bureaucracy and not for classroom instruction.

If LAUSD had won, the grant money would have funded programs to help some 25,000 students in under-performing schools who are at risk of dropping out. "We hope that other philanthropists might be able to fund this work," Deasy said Monday.

One LA-area school was named a finalist in the Race To The Top competition: Animo Leadership High School, a charter school in Inglewood affiliated with the Green Dot charter school organization. Green Dot's application, which the school organization crafted with Green Dot's teacher union, included a plan to boost science and social studies courses and expand students' access to technology.

Three California school districts were also named finalists in the 2012 competition: Galt Joint Union, Lindsay Unified and New Haven Unified.

Previous Race To The Top competitions were open only to states, but the 2012 contest challenged individual school districts to craft programs targeting specific student populations within their community. The new rules were a game-changer for school districts in cities like Houston, Texas -- which ultimately did not qualify to be a finalist. Texas, led by Gov. Rick Perry (R), has refused to apply for grant money in protest of what they see as a heavy federal hand in state education affairs.

This year, 61 finalists were picked from 372 applicants. Between 15 and 25 of the finalists will be selected to receive four-year awards ranging from $5 million to $40 million, depending on the size of the program outlined in the grant application. Winners will be announced by Dec. 31, 2012.

?These finalists are setting the curve for the rest of the country with innovative plans to drive education reform in the classroom,? U.S. Secretary of Education Arne Duncan said in a statement. ?This competition was designed to support local efforts to close the achievement gap and transform the learning environment in a diverse set of districts, but no matter who wins, children across the country will benefit from the clear vision and track records of success demonstrated by these finalists.?

Some GOP lawmakers now flout anti-tax man Norquist

WASHINGTON (AP) ? For decades, conservative lobbyist Grover Norquist vowed to drive Republicans out of office if they didn't pledge to oppose tax increases. Many lawmakers signed on.

But now, several senior Republicans are breaking ranks, willing to consider raising more money through taxes as part of a deal with Democrats to avoid a catastrophic budget meltdown.

Tennessee Sen. Bob Corker says the only pledge he will keep is his oath of office. House Majority Leader Eric Cantor says no one in his home state of Virginia is talking about what leaders in Washington refer to simply as "The Pledge," a Norquist invention that dates to 1986. Georgia Sen. Saxby Chambliss says he cares more about his country than sticking to Norquist's pledge.

It's quite an about-face for senior members of a party that long has stood firmly against almost any notion of tax increases. And while GOP leaders insist they still don't want to see taxes go up, the reality of a nation in a debt crisis is forcing some to moderate their opposition to any movement on how much Americans pay to fund their government. Republican legislators and Democratic President Barack Obama's White House are haggling vigorously as they look for ways to reach agreement on detailed tax adjustments and spending cuts before automatic, blunt-force changes occur at the new year.

"Oh, I signed it," Sen. Jeff Sessions of Alabama said on Fox News about Norquist's pledge, adding he still supports its goals. "But we've got to deal with the crisis we face. We've got to deal with the political reality of the president's victory."

The naysaying about the pledge is raising the question of whether Norquist ? a little-known Republican outside of Washington ? is losing his position of power within the GOP. It's a notion that he calls ridiculous.

"Nobody's turning on me," Norquist said Monday.

But he indicated he would turn on lawmakers who defy him, starting with Corker, who Monday published an opinion piece in The Washington Post outlining an alternative to the budget breakdown that includes more revenue.

"Corker was elected to the Senate because he took the pledge," Norquist said on Fox News. "He would not be a senator today if he hadn't made that commitment. If he breaks it, he's going to have to have a conversation with the people of Tennessee about his keeping his word. And the same thing with other people who are elected because they made that written commitment to the people of their state."

At the White House, spokesman Jay Carney said Monday that the shifting away from Norquist signaled an opportunity for Republicans to work with President Obama.

"They represent what we hope is a difference in tone and approach to these problems and a recognition that a balanced approach to deficit reduction is the right approach," Carney said.

Norquist, the head of the conservative Americans for Tax Reform, opposes tax increases of any kind, whether eliminating deductions, a position some GOP lawmakers say they're open to, or raising rates. He has insisted on hardline positions from lawmakers and, for years, has held outsized sway in the party for someone who does not hold public office. His pledge doesn't allow any change to the tax code that adds a dollar to revenues.

House Speaker John Boehner has called that notion unrealistic and has dismissed Norquist as "some random person."

Nevertheless, Norquist has maintained a certain level of clout for years.

Heading into the 2012 elections, 279 lawmakers had signed Norquist's' pledge, according to Americans for Tax Reform.

But some who have signed the pledge are having second thoughts. And when the new House is seated next year, no more than 212 of them consider themselves bound by the promise.

"I'm not obligated on the pledge," Corker told CBS News. "I was just elected. The only thing I'm honoring is the oath I take when I serve when I'm sworn in this January."

He's not alone in his stance on the pledge.

"When I go to the constituents that have re-elected me, it is not about that pledge," Cantor said on MSNBC. "It really is about trying to solve problems."

Chambliss, a veteran senator from Georgia, said he signed the pledge during an earlier campaign when the country's debt was nowhere near its current $16 trillion level.

"Times have changed significantly, and I care more about my country than I do about a 20-year-old pledge," Chambliss told his local television station. "If we do it (Norquist's) way, then we'll continue in debt."

"I'm frankly not concerned about the Norquist pledge," Chambliss added.

Raising taxes, whether by closing loopholes or raising tax rates, is seldom a vote-winning strategy.

President George H.W. Bush broke his campaign promise to not raise taxes; he ended up losing re-election 1992.

Other Republicans, however, now are willing to put additional tax revenues on the table as a bargaining chip for a deal with Democrats to get changes in Social Security and Medicare and pare down federal deficits.

"I agree with Grover, we shouldn't raise rates. But I think Grover is wrong when it comes to we can't cap deductions and buy down debt," Sen. Lindsey Graham of South Carolina said Sunday on ABC's "This Week."

"I will violate the pledge ? long story short ? for the good of the country, only if Democrats will do entitlement reform," he added.

Rep. Peter King of New York told Sunday's "Meet the Press" on NBC that the pledge is good for a two-year term only.

"A pledge you signed 20 years ago, 18 years ago, is for that Congress," King said. "For instance, if I were in Congress in 1941, I would have signed a support of declaration of war against Japan. I'm not going to attack Japan today. The world has changed, and the economic situation is different."

And Sen. John McCain, his party's presidential nominee in 2008, said the pledge is losing its clout.

"Fewer and fewer people are signing this, quote, pledge," he told an audience recently.

Be Fit, Hear Better

Past and current studies conducted at Miami University in Oxford, Ohio show a direct relation between cardiovascular (CV) fitness and better hearing.

Though hearing acuity and, ultimately, hearing thresholds, are not entirely under our control, changes in certain aspects of physiological health have been shown to impact hearing sensitivity, says Kathleen Hutchinson PhD, Chair and Professor of the universitys Speech Pathology and Audiology Department. Namely, cardiovascular health has been shown to have a synergistic relationship to a persons hearing. We have proven in prior studies that cardiovascular health is linked to hearing thresholds.

Dr. Hutchinson is referring to the research study she and her colleagues, Helaine Alessio, Ph.D., of the Department of Kinesiology and Health, and Rachel Baiduc, B.S., Department of Speech Pathology and Audiology, conducted at Miami University several years ago.

At that time, we found striking consistency whereby persons with low CV fitness, regardless of age, always had worse hearing compared to age-matched individuals with moderate or high CV fitness, Dr. Hutchinson says. Cardiovascular health and fitness seems to be an important mediator of hearing sensitivity.

New Studies, Same Findings

The team is taking the research further, expanding on the knowledge already gained through its previous studies. For example, another variable, otoacoustic emissions ? sounds produced by healthy ears in response to acoustic stimulation have been added to the tests.

By investigating otoacoustic emissions, a way to evaluate the integrity of the cells in the nerve of hearing, we are provided with another lens to examine the relationship between CV fitness and hearing, Dr. Hutchinson explains. The nerve involved in hearing has the very important job of collecting sound gathered by the outer and middle ear and preparing it for transmission to the brain.

For this study, subjects underwent a battery of hearing tests, including otoscopic examination (observation into the subjects ear to ensure that occlusions interfering with the testing process, such as wax build-up, were not present), pure tone hearing thresholds (subjects would indicate when tones of various loudness and pitch were heard to determine a threshold), tympanometry (a measure of ear drum mobility), and others.

Preliminary analysis of the data, Dr. Hutchinson says, reveals a link between hearing and a high cardiovascular fitness level. Though these results clearly produce clinical significance for persons with hearing loss, they are also relevant to all listeners, she says. By maintaining a high level of cardiovascular fitness, even in older age, individuals can help to preserve their delicate hearing system. It is highly recommended that unfit individuals begin even a moderate-intensity workout regime if there is history of hearing loss in the family. Cardiovascular fitness levels do decrease in most people with age, regardless of sedentary or active lifestyles. However, by keeping as fit as possible, one not only lessens the chance of health concerns related to being unfit, but also increases the chance of sustaining normal hearing thresholds even into old age.

The Heart Knows

The fact that the heart muscle needs regular conditioning is nothing new. Doctors have been telling us for years that exercise makes us more resistant to stress, heart attack, and a slew of other health complications.

For optimum results, the American Heart Association advises doing 30 to 60 minutes of aerobic exercise at least three or four times each week. Unfortunately, studies show that 60 percent of American adults don?t get the recommended amount of physical activity, and a quarter of all adults are not active at all.

But too often the word exercise gets a bad rap, because many of us think of it in conjunction with feeling the burn, that unpleasant sensation of tears and pulls all over our bodies.

Relax; there is no need to huff, puff, sweat, or suffer because moderate exercise, if done regularly, is just as effective as the high-impact kind, and far less harsh on the joints. Such enjoyable and fun activities as walking, hiking, biking, and swimming are an excellent cardiovascular workout, doctors say, and dont require expensive equipment or gym membership.

As the studies clearly indicate, the key to a better hearing and a good overall health is, literally, just an easy step or lap away.

Falcons overcome mistakes to beat Buccaneers 24-23

TAMPA, Fla. (AP) ? No one has led more late game-winning drives during the past five seasons than Matt Ryan, who has kept the Atlanta Falcons flying high with five fourth-quarter rallies this year alone.

Matty Ice did it again Sunday, throwing for 353 yards and overcoming two critical turnovers to stop Tampa Bay's four-game winning streak with a 24-23 victory.

The Falcons (10-1) kept pace with the Houston Texans for the NFL's best record, and Ryan had plenty of help in withstanding a challenge from the up-and-coming Buccaneers (6-5).

"They are playing with a lot of confidence," said Ryan, who has won seven of his past eight starts against the Bucs. "It's always been a tough place for us to come play. They play with great effort, and I think they have a good football team."

Ryan teamed with Julio Jones on an 80-yard TD midway through the third quarter, but the Falcons found themselves trailing 23-17 after the Bucs marched for a touchdown, then used a sack-fumble to set up a field goal that left Atlanta needing another strong finish from their quarterback.

Ryan obliged by a leading a six-play, 64-yard march that Michael Turner finished with a 3-yard TD run that put the NFC South leaders ahead for good with 7:55 remaining.

Connor Barth missed a 56-yard goal for Tampa Bay (6-5) in the closing minutes, and the winning streak that's helped the Bucs climb back into playoff contention following a slow start ended when Josh Freeman's desperation pass fell incomplete in the end zone on the final play.

"The last drive, that's something we've done before this season," Falcons tight end Tony Gonzalez said. "I really think that's a positive for us to be able to come up with plays like that when we have to like that. ... I'm really happy with the way we responded."

It's getting to be a way of life. Ryan has also led late marches to beat Carolina, Washington, Oakland and Arizona this season and has put together game-winning drives in the fourth quarter or overtime since entering the league in 2008 ? four of them against the division rival Bucs.

The Falcons won't have long to celebrate this one. The host the New Orleans Saints Thursday night in a rematch of the only game they've lost.

"Ten-and-1 is great, but I'll tell you what I've said since the beginning of the season: We're just jockeying for position," Gonzalez said. "We just want to put ourselves in the best position, playing the best football. Right around this time is when you want to start gelling as a team and take it on into the playoffs because that's the most important thing."

The win stopped the Bucs, who've won five or seven following a 1-3 start, from tightening the NFC South standings. Turner also scored a fourth-quarter TD that helped the Falcons overcome six turnovers to beat Arizona 23-19 last week.

Doug Martin scored on a pair of 1-yard run for the Bucs, however the rookie who began the day leading the NFL in total yards from scrimmage was limited to 50 yards rushing on 21 carries.

Barth kicked field goals of 22, 42, and 48 yards, the latter giving the Bucs their six-point lead after cornerback E.J. Biggers sacked Ryan to force a fumble. Ryan threw a second-quarter interception ? his sixth pick in two weeks ? that led Barth's field goal that made it 10-10 at the half.

The Falcons drove to the Tampa Bay 4 in the closing seconds of the half, but wasted an opportunity to regain the lead when Matt Bryant hooked a 22-yard field-goal attempt wide left as time expired. The Atlanta kicker missed a 48-yarder with 8 seconds left, giving the Bucs one more chance to pull out what would have been their first signature victory under first-year coach Greg Schiano.

"It was a hard-fought game by both teams, a very physical game," Schiano said. "But I do think missed opportunities were a big part of it. There were some chances both offensively and defensively, and in the kicking game."

Freeman finished 19 of 30 for 256 yards, and Vincent Jackson had five catches for 96 yards. A big factor in the loss, though, was Atlanta's held the Bucs to field goals after each of Ryan's turnovers, once after Tampa Bay had 1st-and-goal at the Atlanta 3.

"I thought our defense did an outstanding job again. They were put in some tough situations after turnovers," Falcons coach Mike Smith said, adding that slowing Martin was one of the keys to the game as well.

"We knew it was going to be one of our 'musts,' and I thought we did a nice job," Smith added. "I thought we played the run extremely well, controlled the line of scrimmage. That is an outstanding running back."

Notes: Falcons starting cornerbacks Asante Samuel (shoulder) and Dunta Robinson (head) left the game with injuries in the third quarter. ... Barber, who made his 210th straight start to tie Jim Otto for the seventh-most consecutive starts in NFL history, has 47 career interceptions. ... Martin has 1,050 yards rushing yards, eighth-most in a season by a Tampa Bay running back. ...Gonzalez had five receptions for 62 yards, and Roddy White had six for 57 yards for Atlanta.

I?ve received a lot of emails from people who are in a precarious debt situation, one that was almost certainly created by purchasing far more things than they can afford. They send that email because on some level they?ve realized how precarious the situation is and they want something different.

The problem is that?on some level, they?re emotionally tied to buying many of the things they want, and they usually spend a lot of time thinking about the stuff they wish they could have.

You have to break that mindset. There?s no shortcut around it. If you stick to thinking that way, you will?never?achieve financial security.

So, how do you break it? What do you do when you can?t afford all of the stuff that you want? I usually point people to four specific tactics that worked for me.

Sketch out your future in detail
Where do you want to be five years from now? I don?t mean in terms of your financial state, though that?s a part of it. It?s a much broader question.

Where do you want your career to be at that point? What about your family life? How is your relationship with your parents? Your spouse? Your children? Your close circle of friends? Have you taken a real shot at the big dreams that you have in your life? Where do you live?

Be optimistic but realistic when you answer these questions. You?re probably not going to be insanely rich and famous at this point. However, you can achieve some very impressive progress in each of these areas.

Simply think about where you want to be in five years, then write it down in as much detail as you can. Answer all of those questions above as well as any others you can think of that are important to your life. Try to imagine where you want to be in five years and think about that question frequently.

Journey into a money valley
The next tactic is a straightforward one. You need to dive deep into spending as little money as possible.

I like to call it a ?money valley.? Just take a period of time and pledge during that time to spend?no money. Nothing. Not even a dime.

Try it for a weekend. See if you can go for two full days without pulling out the cash or the plastic. Eat the food you have on hand. Do things that don?t require any expenditures at all. Only go out if you can do it on foot and are heading toward something with no additional cost.

Two days. Can you do that? Just hand over two days to this challenge.

Likely, you?ll think it sounds really hard. What you?ll find, though, is that it?s not as hard as you thought once you start doing it. It?ll become an opportunity to take care of some things you been meaning to take care of but haven?t. It?ll become a chance to catch up on some hobbies around the house.

You?ve done it once? Try it again in a week or two. Then, build it up to a full week. Can you go seven days without spending a dime?

The goal of this is?not?to change your lifestyle to spending no money. It?s simply to give your plastic a chance to cool off and, more importantly, to show yourself that there is a life without spending, and it?s a pretty good life.

Filter your social world
When I was overspending, the biggest consistent drain on my money was my social life. I had a circle of friends who went out regularly to expensive places, constantly bragged about and showed off their new possessions, and were pretty insulting toward anyone who didn?t have ?nice? things.

When you hang out with people, it?s incredibly easy for their mindset to seep into your thinking. If your friends all sit around talking about how great all of their expensive stuff is and make fun of those who have less expensive stuff, it?s pretty hard to avoid the mindset that expensive stuff is good and anything else is bad. If your friends are constantly spending money by the truckload, it?s pretty hard to not get swept up in it.

Look around your social circle. Do you have friends who seem to spend a lot of money on unnecessary stuff? Do you have friends who make fun of others with fewer or less expensive items than they have (like cars, cell phones, etc.)? Do they have a much higher income level than you and flaunt the extra money in subtle (and not-so-subtle) ways, nudging you to try to keep up?

Most likely, you?ll have some friends that behave like this and (hopefully) other friends that do not. My suggestion is to simply spend more time with the friends who don?t have those attitudes and less time with those who do. Reach out and build up friendships with your more financially sensible and less judgmental friends, and spend a little less time with the big spenders.

Over time, your spending will slowly begin to imitate the spending of those you spend more time with.

Fill your life
This final tactic ties together the three things above. You simply need to fill your life with the things you?ve discovered above.

Take the five year picture. That idea of your life in five years can be ? and should be ? a source of a lot of goals. How exactly do you get to that point? What do you need to do to make that happen? If you think it out for a while, you can begin to translate that picture into very small steps that you can take today.

Get started writing that first chapter of the book you?ve dreamed about. Spend the weekend getting that basement finished so your house will have a higher sell value. Actually look into graduate school instead of just thinking lightly about it.

Spend more time with your kids, perhaps even setting aside an hour a day to just talk with them, play with them, or help them with their homework. Start an exercise routine, even something simple like jumping jacks, sit-ups, push-ups, and mild jogging. Work on building a stronger marriage with your spouse.

The list of things you can do right now to bring that future into focus is a long one. The vast majority of things people do to build their future costs very little.

At the same time, you can work on building up friendships with your friends who are financially sensible, or even seek out new ones by engaging in groups related to your lower-cost hobbies.

You can also start doing some ?money valleys,? starting with a two day trip and eventually building to week-long periods without spending cash. What you?ll find during these periods are tactics that you can carry forward into the rest of your life without skipping a beat (but which save you money).

The end result of all of these things is a life that begins to transform into something different than what you have right now. It?s a life that doesn?t constantly empty out your wallet. It?s a life with stronger relationships. It?s a life that is moving forward toward the big dreams that you have.

Dramatically gripping while still brandishing a droll undercurrent of humor, this beautifully made film certainly will be embraced as one of the best Bonds by loyal fans worldwide and leaves you wanting the next one to turn up sooner than four years from now.

He has survived, of course, but his brush with death has been so close that Bond goes Jason Bourne for a while, holing up anonymously on a tropical beach with a babe and drinking himself to oblivion. But when the modern new London headquarters building of MI6 explodes in a terrorist attack, Bond reports back for duty to a boss who herself is being none too gently being shown the door by intelligence and security committee chairman Gareth Mallory (Ralph Fiennes).

In fact, all British agents embedded within terrorist organizations have been compromised and are beginning to be killed, making M look incompetent and Bond seem a bit of a dinosaur whose wits and brawn are no match for high-tech warriors.

?So this is it, we're both played out,? he says to her -- prematurely, as it turns out, though Bond still is put through some arduous tests to re-earn his old job back. Bond never has endured so many rude remarks about his physical prowess since?Sean Connery?made his middle-aged one-shot return to the role in the ill-advised?"Never Say Never Again." For her part, M plays a more central role here than she has before, and?Judi Dench, as usual, makes the most of the opportunity, investing her authority role with great dignity undercut with a sliver of insecurity.

The globetrotting continues to Shanghai, where the striking high-rises make a terrific nocturnal backdrop to Bond's stealthy pursuit of the assassin/hard-drive thief he narrowly missed in Istanbul. From there it's on to Macau, where the old Bond re-emerges in a tuxedo to drink his martini (very smartly shaken, not stirred, by a deft lady bartender) in a casino where he gets hot and heavy with the striking yet nervously neurotic Severine, who is given a distinctive preoccupied edge by?Berenice Lim Marlohe. Trailing along behind to keep an eye on things and trade dry banter (and perhaps more than that) is field agent Eve, very engagingly played by?Naomie Harris.

It is Severine who can take Bond to the man who's causing all the trouble. In a scene of surpassing beauty and weirdness, by yacht the two approach a strange island city, from which the entire population has just fled. It has just been taken over by a strange tall man with dyed blond hair, insinuating humor and heavily armed henchmen. At the 70-minute mark,?Javier Bardem?makes his fabulously staged entrance as Silva, who, like many Bond villains of the past, is half persuasive and half lunatic, has delusions of exceptional grandeur and is partial to explaining many things to his captive before he means to kill him. He also has a theatrically sexual side that brings something new to the gallery of Bond villains. In all events, Bardem makes him a riveting and most entertaining figure.

Even if Bond is able to turn the tables on Silva and bring him back to London as a prisoner, that's far from the end of it, as Silva is one resourceful chap whose advanced computer skills test the expertise even of the new Q, the MI6 weapons and technology guru now reimagined as a very young man and wonderfully played in full geek drag by?Ben Whishaw. The scene in which he and Bond meet for the first time in an art gallery is an instant mini-classic.

Ultimately, there is a very conscious, even articulated effort to balance the old and new, the traditional and the modern in?"Skyfall"?-- stylistically, dramatically and thematically. Longtime series producers?Michael G. Wilson?and?Barbara Broccoli?never have gone so far as to hire a full control-demanding auteur to direct one of their films, and while Mendes certainly is the most distinguished outside director they've ever brought aboard, he's one as tradition-minded as he is innovative.

Many of the dramatic scenes would do justice to a nongenre film, and the same can be said of the quality of the acting. The traditional quips surface at times in low-key form; some of them are quite good, and they're never corny. The action, much of it presumably staged by veteran second unit director?Alexander Witt, is consistently strong (even if a motorcycle-and-jeep chase through the jammed streets of Istanbul reminds, as did a recent one through Manila in?"The Bourne Legacy," that motorized chases through thick urban crowds are never entirely convincing).

Tonally, the fundamental seriousness of the film places "Skyfall" at the other end of the Bond spectrum from the monkeyshines of some of the silliest?Roger Moore?entries, such as "Moonraker" and "A View to A Kill."

The long climax, set at an isolated old house in Scotland presided over by a thickly bearded?Albert Finney, plays out partly like a highly elaborated version of "Straw Dogs," albeit with far heavier artillery. The moving and highly satisfying ending nicely tees up the ball for the next round.

Deakins' cinematography is dense, colorful and impactful, noticeably a notch or two above the series? norm. Production values are similarly at the high end of things, and?Thomas Newman's score is far from generic, finding many moods while delightfully allowing room for?Monty Norman's immortal Bond theme when the moment calls for it.

And, oh yes, there's Daniel Craig. He owns Bond now, and the role is undoubtedly his for as long as he might want it. Perhaps a tad less buff than in "Casino Royale" and certainly more beat up, he entertains the ladies less here than perhaps any Bond ever has. But two other women, his boss and the queen, have first call on his favors, and he repays them for their confidence many times over -- as he does the audience.

City National Bank Hires Charlie McGann and Deven Mays as ...

LOS ANGELES, Nov. 7, 2012 (GLOBE NEWSWIRE) -- City National Bank today announced that real estate veterans Charlie McGann and Deven Mays have joined the real estate team in the Bay Area.

McGann is a senior vice president and regional manager of Northern California real estate for the bank, focusing on lending to developers and investors in the region. McGann will work closely with the bank's commercial real estate clients, including home builders and commercial real estate developers, providing them with construction, bridge and permanent financings. McGann will report to Mark Forbes, executive vice president and manager of the Real Estate Division at City National.

Mays received his bachelor's degree from California State University at San Jose and attended graduate school at the University of Southern California. He most recently served as regional manager of real estate for Union Bank and before that was with Carr Capital Corp., in Washington, D.C., and with Montgomery Securities in San Francisco. Avira Internet Security 2013


Anyone using the free or premium antivirus utilities from Avira knows exactly what the company's full security suite can do, because the suite's features are visible in all three products, just grayed when not available. Avira Internet Security 2013 ($89.99/year for three licenses) does everything you'd expect a suite to do, and also offers local backup of important files. It just doesn't do the job as well as the best of the competition.

The product's busy main window lists all features down the left side; clicking any of them fills the rest of the window with that feature's details. To keep users from drowning in a sea of details, the configuration window hides most of its options by default, revealing them only if you select "Expert mode."

Uneven Antivirus Protection
This suite offers the same antivirus protection found in Avira Antivirus Premium 2013, so please read that review for full details. I'll summarize here.

Getting protection installed on twelve malware-infested systems wasn't easy, because some of the malware samples fought back, but with help from Avira's bootable Rescue Environment and tech support I did it. The cleanup process wiped out essential Windows files on a couple of test systems, rendering them non-functional. Tech support identified the problem files and recommended replacing them from a Windows CD or from a system with the identical Windows version. I managed the task; the average user might have had difficulty.

In my hands-on malware removal test, Avira detected 79 percent of the threats and scored 6.2 points. That's a good bit better than the 5.7 points scored by Avira Antivirus Free 2013. Webroot SecureAnywhere Complete 2013 and Norton Internet Security (2013) outscored the rest in this test, with 6.6 points. Like many antivirus products, Avira proved more effective at protecting a clean system than at cleaning up when the malware has already made itself at home. In my malware blocking test it detected 95 percent of the threats and scored 9.3 points. Webroot detected 100 percent and scored a near-perfect 9.9 points. Like the standalone antivirus, Avira's suite installs a browser toolbar that includes an active "Do Not Track" feature. It lists the number of ad, commerce, and social media tracking links on the current page and gives you the option to prevent them from tracking you, much like the similar feature in the toolbar installed with AVG Internet Security 2013 .

The toolbar also rates the safety of the current site and marks up dangerous links in the Avira search tool's results. It also attempts to identify and block phishing sites, but like the majority of current products it's not very good at detecting the very latest frauds. Its detection rate was a full 50 percentage points lower than Norton's and 25 percent lower than Internet Explorer alone.
